Down Syndrome is a chromosomal condition related to chromosome 21. It affects 1 in 800 to 1 in 1000 born infants. People who have Down Syndrome have learning difficulties, mental retardation, a different facial appearance, and poor muscle tone (hypotonia) in infancy. Individuals with Down Syndrome also have an increased risk for having heart defects, digestive problems such as â€Å"gastroesophageal reflux or celiac disease†, and hearing loss. Some people who have Down Syndrome have â€Å"low activity of the thyroid gland (hypothyroidism)† an organ in the lower neck that produces hormones. Down Syndrome can be diagnosed in infancy based on the characteristic medical findings. When Down Syndrome is assumed in a person, a genetic test called a â€Å"chromosome analysis† is performed on a blood or skin sample to look for an extra chromosome 21 (trisomy 21). Trisomy 21 means that each cell in the body has three copies of chromosome 21 instead of the usual two copies. Having an extra number 21 genetic material interrupts the normal course of development, causing the characteristic medical features of Down Syndrome. Some people who have Down Syndrome have an extra number 21 chromosome in only some of their bodys cells. This type of Down Syndrome is called Mosaic Down syndrome. A small number of individuals have Down Syndrome because part of chromosome 21 becomes attached to another chromosome before or at the time of the start. These beings have two copies of chromosome 21, and extra substance from chromosome 21 that is attached to another chromosome. The chromosomes of parents of a child with Down Syndrome caused by a â€Å"translocation† are studied to see whether the translocation was inherited. Treatment for Down Syndrome is based on the persons physical problems and academic challenges. Many babies who have Down Syndrome do not have good muscle quality, which makes it harder for them to roll over and walk. Physical therapy can help with these problems. â€Å"About 40 60 percent of babies born with Down Syndrome have a heart defect. † Therefore, all newborns with Down Syndrome have their heart checked with an â€Å"electrocardiogram† and an â€Å"echocardiogram†. When there is a heart defect currently in an infant with Down syndrome, the infant is referred to a â€Å"pediatric cardiologist† for medical attention or to a â€Å"pediatric cardiac surgeon for early surgical repair. Some infants with Down Syndrome have difficulties with swallowing or they may have blockages in their bowels. Surgery can be performed to correct these problems. After they are corrected, they usually cause no further health issues. Children with Down syndrome may have â€Å"frequent colds and sinus and ear infections. † These are treated early and aggressi vely to prevent hearing loss and chronic infections. Low thyroid levels are more common in infants who have Down syndrome. It is recommended that â€Å"thyroid level testing† be performed at least yearly. Some infants with Down syndrome have eye problems such as cataracts (cloudy lenses) or crossed eyes (strabismus). Surgery can help with these problems. Sucking problems related to low muscle tone or heart problems may make breast feeding difficult to begin with. â€Å"Occupational therapists, speech therapists, breast feeding consultants and support groups usually have exact sources for the mothers of infants with Down syndrome. † Intelligence in individuals with Down syndrome ranges from low normal to very slow to learn. At birth it is not possible to tell the level of intelligence a baby with Down syndrome will have. All areas of development including â€Å"motor skills, language, intellectual abilities, and social and adaptive skills are followed closely in children with Down syndrome. † Early recommendation, beginning at birth, to an early intervention program will help enhance development. Preschool programs for children with Down syndrome include â€Å"physical, occupational, speech and educational therapies†. Many adults with Down syndrome have jobs and live independently. Most cases of Down syndrome are not inherited, but occur as random events during the formation of reproductive cells. A mistake in cell division called non-disjunction results in reproductive cells with an unusual number of chromosomes. For example, an egg or sperm cell may gain an extra copy of chromosome 21, if one of these uncharacteristic reproductive cells contributes to the genetic makeup of a child, the child will have an extra chromosome 21 in each of the bodys cells. Mosaic Down syndrome is also not inherited. It occurs as a random mistake during cell division early in fetal development. As a result, some of the bodys cells have the usual two copies of chromosome 21, and other cells have three copies of the chromosome. Translocation Down syndrome can be inherited. Communications technology played an important part in our evolving culture in the 20th century. Radio, radar, and early sound recording were key technologies that paved the way for the development of the telephone, fax machine and the storage of data. The way we communicate with others is a great tool for our society to evolve and communicate with one another. This helped with the way we developed our relationships with our countries as well by providing a quick way to speak to someone or find someone that is a half way around the world. This technology also helped our economy by providing an important avenue for the way we can do business. We can hold conference calls with multiple parties that were not thought of before. The personal computer was developed in the 1980’s as well as cell phones. The public use Internet was introduced in the 1990’s. With these technologies it gave businesses a chance to enhance productivity and increase our economy and provide us a better quality of life. Transportation technology had a significant impact on our quality of life and the way we become mobile. The combination of the ability to travel by air and automobile allowed people to have unprecedented personal mobility that they did not have before. All of the medical advancements from the 20th century have provided our morality to increase not only in adults but young people who did not have the chance at life as they do today. Vietnam War Outcome/Results The war that I choose to discuss is the Vietnam War. This war was a prolonged struggle between nationalist’s forces that were attempting to unify the country of Vietnam under a communist government. The United States was trying to prevent the spread of communism. Many people viewed this war as a no win war. The United States leaders had lost the American public’s support for the war. What many people did not realize is that there had been fighting in Vietnam long before the Vietnam War began. The Vietnamese people had suffered under French colonial rule for over six decades. Japan had invaded many parts of Vietnam which brought the Vietnamese leader Ho Chi Minh back to his country after traveling around the world. He established the Viet Minh. Their goal was to get rid of the French and Japanese people that occupied their land. The French were not willing to give up their colony and fought back. Ho Chi Minh had tried for years to get the United States to support him against the French. He even supplied the United States with military intelligence about the Japanese during World War II. The United States decided to help the French for fear that the country would become a communist country. Viet Cong was established by communist sympathizers in South Vietnam to use guerilla warfare against the South Vietnamese. The United States sent advisors to South Vietnam but the North Vietnamese fired directly upon two U. S. Ships in international waters. This resulted in a resolution that the Congress issued that gave the President authority to escalate the United States involvement in Vietnam. The President’s goal was not for the United States to win but to bolster South Vietnam’s defenses until South Vietnam could take over. Because the United States entered into this war without a goal, President Johnson set the stage for the public and troop disappointment when the United States was in a stalemate with the North Vietnamese and Viet Cong. The U. S. troops fought the war in the jungle where the Viet Cong were very well supplied and set booby traps for the U. S. troops. This became a difficult war to fight for the Americans. The U.S. troops became frustrated at the conditions they were forced to be in that many became angry and some used drugs to cope. The surprise attack that the North Vietnamese and Viet Cong organized against the South Vietnamese cities and towns was the turning point. This proved to the Americans that the enemy was stronger and organized better than they thought. As news spread to the U. S., the American public was unhappy so the President decided that he would not escalate the war any longer. Newly appointed President Nixon wanted nothing more than to end the war. He began the process of withdrawing troops in 1969 and expanded the war to other countries. This move created protests throughout America. The President worked toward a peaceful solution and peace talks began. The cease fire did not happen until 1973 and the last U. S. troops left Vietnam in March 1973. Even though the United States had withdrawn it’s troops, the fighting continued in Vietnam. Finally, South Vietnam officially surrendered to North Vietnam on April 30, 1975. The United States was trying to prevent the spread of communism when ultimately; Vietnam was reunited as a communist country in 1976. This was a war the United States should have never been involved in but the government thought otherwise. As the creator of his monster, he had responsibilities as a mother has towards her child. Out of pride, he ignored his responsibilities. Even after his ambitious mistake, had he acknowledged his responsibilities, he could have saved himself from destruction. He made significant mistakes out of pride and ambition that brought unhappiness and destruction to himself and his loved ones. Victor was reared in a household where he had the proper environment to learn many things. His father was well-educated and encouraged Victor to further his knowledge. There was, however, one subject that he did not encourage Victor on; it was natural philosophy. Victor’s father told him not to waste his time on such trash. This remark fueled Victor’s curiosity and he studied further into it. At the age of 13, Victor â€Å"entered with the greatest diligence into the search of the philosopher’s stone and the elixir of life; but the latter soon obtained [his] undivided attention†. This foreshadowed Victor’s biggest mistake of his life that was to happen later in his life. When he entered the university, Victor started his studies in great detail and intensity. His greatest ambition was this: he wanted to recreate life out of something which life had already parted. Adventures of Huckleberry Finn by Mark Twain is known widely as a satirical novel, but due to the satirical techniques Twain uses all throughout the book has caused it to become controversial on whether it should or should not be banned.Although Twain may appear to be racist in Huckleberry Finn, he actually wrote the book during the Reconstruction Era but based the book during Pre-Civil War to show the â€Å"good ole times† when the white southerners had slaves. Because Twain uses so many satirical techniques to help show readers that slavery is horrible, therefore Adventures of Huckleberry Finn should not be banned. Adventures of Huckleberry Finn was and still is considered a satirical novel because of its use of caricature, broadside, irony, and social satire (maybe even a little of parody).Mark Twain uses satire to prove his point on slavery. And in order to accomplish that, he has to use all sorts of satirical techniques. He uses broadside to show the racism in the south, There isn’t any book out there in the world that is known that Mark Twain doesn’t use satire. In Adventures of Huckleberry Finn, Huck tries to decide whether he should â€Å"commit a sin† to steal back a captured slave, and when he sees that he wants to steal Jim back, he tears up the note and says, â€Å"All right, then, I’ll go to h___†. 208). This is satirical because Twain is using irony to show that Huck thinks he is doing something horrible when he is actually doing a good deed. This is an example of a â€Å"good† satirical technique used in the book. However, there are plenty reasons why many schools have banned the book. If countries had to face the effects of climate change proportional to their emissions, then there would have been a market driven response to the problem and countries would have acted to reduce their emissions. Very simply put, the more of consumption (total consumed in a society) that a generation has, the less social benefit (utility) they may derive from it. In the diagram, the curve is concave to the origin because this rate of returns gained from sacrificing consumption (i.e the rate at which present gains are transformed in future gains) in present for the future consumption keeps diminishing. In the context of a society, as consumption rises, its social benefits tend to diminish and the total social value of consumption tends to have diminishing returns. When the values of are high, it implies that future social utility (benefits) is declines at greater rate with an increase in consumption. If g is higher, it means that the real growth of consumption is higher i.e the future generations are wealthier (for example, in the context of natural resources availability, they have a greater availability of resources for growth). (Arrow, et al., 2011) Uncertainty comes from various factors such as how long a time horizon is being taken into account and the actual growth of consumption over that time horizon. In an interpretation of Ramseys formula, uncertainty regarding g would imply that there would precautionary effect i.e. society would tend to prefer present consumption and it would reduce the discount rate (Arrow, et al., 2011). According to Arrow, uncertainty about g would imply that any shocks in consumption would have a greater impact. In case of a catastrophe, there will be a greater impact on g, if there is uncertainty. However, if the supply shock is positive, the effect might be reversed i.e. if there are new renewable resources discovered that would help increase the growth potential of the future consumption, then supply shocks are negatively correlated. If policy interventions have a high time preference then, effectively, we are taking away from the consumption of the future generations since the consumption curve would shift to the left. Given that climate change is a global phenomenon, the values assigned are applicable globally. The implication is that we assign a low value for globally. This implies that countries that might grow in the future (for example, African nations) would have to make proportionately larger compensations in the consumption of environmental goods (here, emissions) for their economic growth as compared to countries like USA, that are responsible for more emissions in the current scenario. Abstract During the development of youth employment programs as a pilot project, the Department of Employment faced an issue associated with the ineffective leadership. Ineffective distribution of roles and tasks among the team members that leads to the employees’ exhaustion. The lack of the progress monitoring and coordination according to the observed success. The absence of trust in the leader’s competence and success led to delegating some leadership responsibilities to the informal team leader at the final period of the project development. The most influential actors are the staff of the Department of Employment. To address the problem and predict further failures, it is necessary to organize the collaboration of the team leader and the agency’s human resources coordinators who can provide the additional training for the team members in the context of the project (Yukl, 2014). In addition, the reorganization of the current team leads to inviting other professionals working in the Department to complete set tasks with the focus on their expertise and skills. The external stakeholders include the youth because the project is developed to address their needs and the social organizations working with the young people. Tools and Constraints The observed project failure can be analyzed in terms of contributing tools and determined constraints. One of the most important tools contributing to the project success is the skilled employees (Van Wart, 2014). The employees were skilled enough in their particular areas, but they needed the additional experience to work in the areas determined by the leader. As a result, the potential tool became discussed as a constraint. At the current stage, the available tools include the required number of the high-quality employees, the availability of the skilled workforce, and the increased funds for the project completion. However, barriers to the project improvement and the reorganization of the team are still significant. Strategies for Actions To solve the identified problems and address the future risks in leadership and management of projects on the subject of youth employment, it is necessary to formulate the clear steps for the solution implementation. The first step is contacting the HRM team, unit leaders, and project coordinators for forming the working team that will include the increased number of skilled employees with the expertise in the sphere of youth and employment programs development. It is also necessary to discuss the opportunities for the training sessions.  The second step is the actual formation of the working group. Those persons who worked on the pilot projects need to be invited to work further. Those employees who experienced the stress and problems in communicating with the leader needs to be replaced with the representatives of other units to increase the workforc e potential. Only high-quality professionals are expected to be invited for the work. This approach guarantees the reasonable distribution of tasks among team members. The third step is the identification of the communication channels to share ideas, visions, tasks, and feedbacks. It is necessary to plan not only weekly meetings but also face-to-face sessions and e-mail reports, as well as training sessions. The next step is the development of the realistic schedule for achieving the goal and completing concrete tasks. It is important to take into account the time for training, meetings, completing tasks, coordinating tasks, revising, and addressing possible barriers while planning the schedule and setting the deadline. The tough deadline is one of the main constraints for this project. The distribution of resources should depend on the project goals and the number of involved employees. When the communication channels are determined, and the schedule is set, it is important to motivate employees to work at completing tasks for achieving the concrete goal. Therefore, the next step is the building of the cooperating team during the first weeks of the project through the effective communication and supportive leadership. The range of tasks can be delegated according to the partnerships agreement with social organizations and the Bureau of Statistics. Assessment of the Potential for Success The effectiveness of the proposed strategy needs to be assessed in order to guarantee the completion of long-term goals. In this context, the assessment should include the following steps: the weekly monitoring of changes in the team workers’ quality of work and stress levels; the weekly monitoring of the achievements within the set schedule; the monthly monitoring of the performance and progress of the project implementation; evaluations of the individuals’ work with the focus on personal performance assessments. It is important for a leader to evaluate the employees’ attitudes to the work regularly in order to predict po ssible risky situations. Conclusion The Department of Employment faced a problem of developing the effective youth employment programs because the first pilot project failed to be appropriately developed and implemented by the project team. The analysis of the case demonstrated that the problem was in the destructive leadership techniques followed by the manager. As the result of the ineffective leadership, employees had to share responsibilities for which they did not have enough experience; they was not properly informed of the project goal and trained; they suffered from the tension to complete the unrealistic deadlines; and they chose the informal leader among them to address the stressful situation. In order to address similar problematic cases, it is necessary to reorganize the working team according to the project scope and goals.
